One of the sights these provisions should be materialized is where we live. Passive defense means a set of disarmed operation which causes increase of prevention, against harm; continue necessary activities, promotion of national stability against threats and operations of a martial enemy. Natural hazards are such as storm and whirlwind, earthquake, fire and gas leakage, flood and water coverage and epidemic diseases, etc. and also man made disasters such as wars, terrorism; all are becoming the most important issues in the worldwide nowadays.
